Iran, Belarus sign key agreements to boost cooperation, counter Western sanctions

Iran’s Foreign Minister Abbas Araghchi and his Belarusian counterpart Maxim Ryzhenkov show documents signed between the two countries on December 15, 2025.

Iran and Belarus have signed three agreements aimed at enhancing cooperation and coordinating efforts to counter unilateral sanctions and coercive measures imposed by Western countries. 

During his visit to Minsk on Monday, Iran’s Foreign Minister Abbas Araghchi met with his Belarusian counterpart, Maxim Ryzhenkov, to discuss bilateral relations.

The two diplomats reaffirmed their countries’ commitment to expanding their strategic partnership.

They also explored avenues to strengthen cooperation within international and intergovernmental organizations, including the United Nations and its agencies, as well as the BRICS group, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EAEU), and the Non-Aligned Movement (NAM).

The discussions focused on safeguarding the rule of law and countering mounting pressures against multilateralism.

The ministers also signed three documents: “The Declaration of the Islamic Republic of Iran and the Republic of Belarus on Strategic Principles for Countering Unilateral Coercive Measures and Ways to Reduce and Eliminate their Negative Consequences,” “The Declaration of the Islamic Republic of Iran and the Republic of Belarus on Strengthening the Role of International Law in International Relations,” and the “Cooperation Program between the Foreign Ministry of the Islamic Republic of Iran and the Foreign Ministry of the Republic of Belarus 2026-2030.”

At a joint news conference following their meeting, Araghchi described his talks with Belarusian President Alexander Lukashenko and Foreign Minister Ryzhenkov as “very good and constructive."

“Relations between Iran and Belarus are on a good path. Since the independence of Belarus, these relations have always been warm, friendly, and based on mutual interests and respect, and we will continue down this path,” Iran's top diplomat stated.

Noting that the two countries are subjected to “unfair, unilateral and illegal” Western sanctions, Araghchi said, “we cooperate in countering unilateral coercive measures within international organizations, and are also working together in countering illegal sanctions." 

Ryzhenkov stated that this collaboration between Tehran and Minsk serves to advance the  national interests of both countries "in key international arenas that represent the voice of the global majority."
