The EU's foreign policy chief Josep Borrell held talks with Russian Foreign Minister Sergei Lavrov in Moscow saying the two sides relationship is living a difficult moment.

In a joint press conference Lavrov said any further deterioration in ties with the EU could have unpredictable consequences.

For his part EU Foreign Policy Chief, Joseph Borrell said certainly their relations are under severe strain and the Navalny case is a low point.

Borrell said he had conveyed the EU's deep concern and reiterated the bloc's appeal for Navalny's release, as well as the launch of an investigation into his poisoning.

Foreign ministers from around the EU had agreed to meet again on February 22 to discuss "possible further action" if Navalny is not released.

The two sides also discussed among other topics the Iran nuclear deal. Russia's top diplomat said the US return to the deal will strengthen the non proliferation treaty.

The meeting in Moscow Friday was the first to take place with a high-level EU official on Russian soil in four years.

Healthcare, education and science were discussed as some of the key directions for expanded cooperation. The sides share the opinion that further deterioration of ties is fraught with negative and very unpredictable consequences.
