Korean War commemorated amid efforts to declare war's formal end

South Korea has marked the 68th anniversary of the outbreak of the Korean War. The three-year conflict ended with an armistice instead of a peace treaty, meaning North Korea and South Korea are still technically at war. But as our correspondent Jennifer Chang explains, the war's end could finally be declared as early as this year.
