Syria's HTS-led regime and Israel will set up a joint group under US supervision to share intelligence and seek military de-escalation on the ground.

The HTS foreign minister traveled to Paris in the first known meeting in months with Israeli representatives.

A joint statement issued by the US State Department following the Tuesday talks in the French capital said Syria and Israel were committed to achieving "lasting security and stability arrangements for both countries."

"Both sides have decided to establish a joint fusion mechanism, a dedicated communication cell, to facilitate immediate and ongoing coordination on their intelligence sharing, military de-escalation, diplomatic engagement, and commercial opportunities under the supervision of the United States," the statement said.

"This mechanism will serve as a platform to address any disputes promptly and work to prevent misunderstandings."

The statement did not say Israel would refrain from further strikes or restore an agreement that was previously in place.

The regime has launched numerous attacks on Syria and occupied parts of the country following the fall of the government of Bashar al-Assad in 2024.

The talks in Paris were mediated by Tom Barrack, a business friend of Donald Trump who is the ambassador to Turkey and an outspoken advocate of supporting the al-Qaeda-linked HTS leader Abu Mohammad al-Jolani.

The United States recently fully removed the remaining sanctions on Syria.

A US-based war monitor said in December that the Israeli military has carried out more than 600 attacks on Syria since the fall of Assad.

According to a tally conducted by Armed Conflict Location and Event Data (ACLED), the majority of the acts of aggression, including airstrikes from warplanes, drone strikes, and artillery bombardments, took place in southern Syria.

ACLED said the Israeli regime bombed Quneitra at least 232 times, Dera'a at least 167 times, and the Damascus area at least 77 times between December 8, 2024, and November 28, 2025, with the tally averaging to about two attacks per day.

Israel’s heavy aggression in the first weeks of Assad’s departure destroyed much of the capabilities of the former Syrian military.

The Israeli military occupied large swathes of southern Syria. It has since established permanent outposts and seized control over vital water sources, practically encircling the Syrian capital of Damascus.
