Iran, Russia agree to fast-track strategic North–South Transport Corridor in Tehran talks

Iran’s Secretary of the Supreme National Security Council, Ali Larijani, meets with Russian Deputy Prime Minister for Transport Vitaly Savelyev in Tehran, Iran, on December 16, 2025.

Iran’s secretary of the Supreme National Security Council and Russia’s deputy prime minister for transport have underscored the need to accelerate the implementation of the strategic North–South Corridor during high-level talks in Tehran.

Ali Larijani met and held talks with Vitaly Savelyev at the Secretariat of Iran’s Supreme National Security Council on Tuesday.

The meeting followed agreements reached at the highest level between the presidents of the two countries and aimed at removing existing obstacles and moving the project into its operational phase.

During the talks, both sides reviewed the North–South Corridor as a key geopolitical component shaping regional connectivity.

North-South Transport Corridor (INSTC) is a network of ship, rail and road routes spanning over seven thousand kilometers connecting northern Europe with Southern Asia.

Larijani said Iran has made a firm decision to operationalize the corridor, pledging that all executive and institutional hurdles would be removed in the near term.

He noted that necessary agreements would be finalized to ensure the project’s legal and operational framework.

He added that, in line with President Masoud Pezeshkian’s directives, all land along the corridor’s route will be acquired by the end of the year, allowing the project to move forward without interruption and with full coordination.

Savelyev welcomed Iran’s decisive approach and affirmed Moscow’s readiness to accelerate the project and begin the operational process.

Both sides emphasized that the North–South Corridor forms part of a shared Iran–Russia strategy to deepen sustainable cooperation and establish independent regional connectivity routes.

They also agreed to activate high-level follow-up mechanisms and maintain regular coordination among relevant institutions in both countries.

On Friday, President Masoud Pezeshkian and Russian President Vladimir Putin met and held talks on the sidelines of the International Conference on Peace and Trust in Turkmenistan’s capital of Ashgabat.

Regarding the North-South Corridor, Pezeshkian said, Iran “will fully prepare the grounds for the project’s implementation by the end of the year.”

He also expressed his satisfaction with developing Tehran-Moscow relations and appreciated Russia’s support for the Islamic Republic in international forums.
