France to lift 'ineffective' state of emergency

France says it will end its national state of emergency by late July. The extraordinary measure was taken last November following a terrorist attack that claimed 130 lives in Paris. Many accuse the government of President Francois Hollande of having used the emergency state to silence his critics.
