Botero told reporters that he had full evidence that the bomber had been a member of the ELN for more than 25 years. At least 21 people were killed when the bomb went off outside a police cadet training school in the capital. President Ivan Duque also described the incident as a terrorist act and vowed to bring those responsible to justice. The attack is the deadliest to hit the Colombian capital in more than 15 years.
