Japan, US stifle inter-Korean ties

Japan continues to back up the United States in labeling North Korea a threat and supporting a sanctions first policy against Pyongyang. Tokyo’s assessment - and the US policy it reflects - continue to hamper inter-Korean ties as Seoul and Pyongyang plan their leadership summit for next month.
