Russian Pres. confirms Mikhail Mishustin as new PM

On Wednesday Russian President Vladimir Putin addressed the Federal Assembly, during which he outlined a raft of amendments to the constitution.
One of the key proposals would give the constitution priority over international law if the latter violated the rights of Russian citizens or Russia’s constitutional principles.
Another amendment would tighten the requirements for top officials, starting with presidential candidates and going all the way down.
Just hours after the address, Prime Minister Dmitri Medvedev announced his government’s resignation in order to give Putin the opportunity to implement the constitutional reforms.
Medvedev’s replacement was confirmed on Thursday. The former head of the Federal Tax Service Mikhail Mishustin won the backing of the lower house of parliament before he was confirmed as the new prime minister by Putin.
Mishustin said that he will form a new Cabinet in the coming days.
Effectively a career bureaucrat, Mishustin has largely remained out of the spotlight. His promotion is part of a sweeping shake-up of the political system announced by Putin.
President Putin has also met with a working group to amend the Constitution. A national referendum on the amendments is planned to be held before May 1. The draft amendments are most likely to be submitted to the State Duma in February-March.
