Analysts say NATO is taunting Moscow

NATO says Russia’s actions in Ukraine and its involvement in Syria show Moscow is becoming more assertive and aggressive. At the launch of the Western alliance’s annual report, NATO Secretary General Jens Stoltenberg confirmed that he’s considering formal talks with Russia for the first time since 2014. But analysts believe NATO’s trying to taunt Russia.
