Panel seeks to curb president's power

A panel consisting of both Democratic and Republican politicians seeks a law to curb president's power to 'take the nation to war'.
The panel, headed by two former secretaries of state James Baker and Warren Christopher, asks the Congress to require the president to listen to the legislators and avoid any battles that do not show an end in sight, the USA TODAY reported.
James Baker, a Republican under President George Bush (the senior), confessed that the current US War Powers Act of 1973 is "ineffective and should be replaced."
"We have come to believe the proposal is good for the president, good for the Congress, and most important good for the American people," Warren Christopher told reporters.
Christopher acted as the US top diplomat in the Clinton administration from 1992 to 1996.
The panel's proposed legislation obliges the president to consult with the Congressmen before engaging in wars that may last more than a week. Lawmakers, on the other hand, need to show their possible approval in a month's time.
