Colombia says neighbors host rebels

Colombian Vice President Francisco Santos Calderon has slammed the country's neighbors for giving refuge to rebel groups and terrorists.

Addressing a meeting of the United Nations Human Rights Council in Geneva Monday, Calderon recalled that UN Security Council Resolution 1373 prohibits member states from hosting groups that "finance, plan or commit acts of terrorism".

"On our continent, there are governments that deliberately violate this solemn obligation," he charged according to AFP.

Calderon did not name the countries involved, but his comments will be seen as a reference to Ecuador and Venezuela, which Colombia has accused of aiding the guerrillas of the Revolutionary Armed Forces of Colombia (FARC).

On Saturday, Colombian government forces launched a raid into Ecuador and killed FARC's second-in-command, Raul Reyes. The action sparked condemnation from Ecuador and Venezuela, which broke off ties with Bogota.

Ecuador has denied Colombian claims of links to the FARC, and both Quito and Caracas have mobilized troops.
