'Juncker Plan' fails to solve EU's social crisis

The EU Commission hails its flagship investment program as a major success but rights campaigners say it has failed to solve the bloc's social crisis. The so-called 'Juncker Plan' has raised 360 billion euros but more than a quarter of the population in ten EU nations are living on or below the poverty line. Jerome Hughes reports.
