EU's refugee policy attracts yet more criticism

The decision by EU leaders to press ahead with plans to fund refugee centers in North African countries attracts heavy criticism from rights groups and lawmakers. The 28-nation bloc is being accused of closing its borders to refugees and outsourcing its responsibilities. Jerome Hughes reports.
