Ukraine switches to Joint Forces Operation in Donbas

The Ukrainian government has ended the so called anti-terrorist operation in the country’s east. Kiev says it has taken things out of the hands of police and other security forces and handed control over to the army. This has raised concerns of rights abuses in the absence of civilian oversight.
