The European Union delays a 5.7 billion euro bailout payment for Greece despite the fact that Athens has implemented 99% of the agreed austerity policies. The subject of debt-ridden Greece, whose citizens have endured years of crippling austerity policies, has dominated a two-day meeting of EU finance ministers in Brussels.
