North Korea’s foreign minister has outlined his country’s justification for developing nuclear weapons. Addressing the Untied Nations General Assembly, he also emphasized that Pyongyang will not threaten or use its nuclear deterrence unless it comes under attack. Meanwhile, South Koreans feel they are ever more squeezed between a Washington-Pyongyang conflict. Frank Smith reports from Seoul.
