Why does Iran insist on the development of its missile capabilities?

Iran has test-fired a new missile. Tehran says it won’t ask permission from other countries for its defense capabilities. Neither JCPOA nor UNSC Resolution prohibit Iran from developing missile not designed for nuclear warheads.
