Brexit talks appear to falter before getting fully off the ground as Brussels applies pressure on London to make clear its negotiating positions. The financial settlement Britain must pay to the EU and citizens' rights are two issues already showing signs of becoming major stumbling blocks in the Brexit negotiations.
