EU Commission threatens member states

The European Commission threatens legal action against Hungary, Poland, Austria and the Czech Republic over their failure to comply with an agreed refugee relocation policy. The Commission says these countries have a month to start taking in refugees from Greece and Italy otherwise so-called infringement procedures will be opened against them. Jerome Hughes reports from Brussels.
