EU foreign policy chief Federica Mogherini has defended a controversial plan to establish a military headquarters for the bloc in Brussels. Britain initially expressed concern that an EU army would undermine NATO but it now appears to have softened its stance on the project. However, critics say it would be a waste of money at a time when millions of EU citizens are struggling financially.
