Relations between Ankara and Moscow suffered a sharp decline after Turkey downed a Russian fighter jet along the Syria-Turkey border last year. Moscow slapped sanctions on Turkey after Ankara refused to apologize or acknowledge blame over the incident. Now an eventual apology from Turkish President Recep Tayyip Erdogan has paved the way for the restoration of ties after a seven-month freeze. Moscow has said that restored ties would benefit both countries, but the balance of those benefits remains in question.
