11 dead, 40,000 homes damaged in Louisiana flooding

At least 11 people have died and 40,000 homes have been damaged as massive floods swept anew in some communities in the US state of Louisiana.

Some 30,000 have been rescued and a total of 40,000 have registered with the Federal Emergency Management Agency for disaster assistance, Louisiana Gov. John Bel Edwards said at a news conference Tuesday afternoon.

"We're seeing unprecedented flood levels as the waters move south," Edwards said, adding, "We're going to have standing water all over south Louisiana."

Although floodwaters were receding in many parts on Tuesday, they were continuing to rise in other areas mostly in the south of the state.

About 20 parishes have been registered for Louisiana's federal disaster aid.

The area that has been hit the hardest is Ascension Parish where almost a third of all homes have been damaged after floodwater overtopped a levee along the Amite River, according to the Baton Rouge Advocate.

"The next 24 to 48 hours is going to be a significant indication of just how much risk the parish remains in," Rick Webre, director of the parish Office of Homeland Security, said in an emergency statement.

In Livingston Parish, about 138,000 people were affected by flooding.

"We're just now moving into recovery phase. We're still rescuing in the southern part of the parish," said Layton Ricks, the president of the parish.

According to reports, looting has occurred in some areas, including Baton Rouge, where homes and businesses have been abandoned out of fear for flooding.

A curfew is being put in place in Baton Rouge and several people have been arrested over looting.
