EU considers migration emergency brake for UK

The European Union is considering a migration ‘emergency brake’ for the UK. The deal, if reached, would exempt the island nation from rules allowing free movement of people, while permitting it to maintain access to the single market. Our correspondent Mohamed Walji has more:
