Press TV has conducted an interview with George Jabour, president of the Syrian UN Association from Damascus, about Syria’s readiness to restart UN-brokered negotiations with the foreign-backed opposition.

The following is a rough transcription of the interview.

Press TV: Give us your assessment on the recent announcement by Damascus stating that it is prepared for further peace talks with the opposition, but preconditions must be set aside.

Jabour: This is a standard position of the Syrian government. Syria is for a political solution, for a dialogue with the Syrian opposition without interference without preconditions. What we mean by preconditions is that Resolution 2254 sets the terms for negotiations.

We accept these terms. We are ready to negotiate. The Syrian government is ready to negotiate with the opposition regarding the implementation of Resolution 2254. There is no need for precondition. The resolution contains all the elements necessary for a peaceful settlement.

Press TV: According to the Foreign Ministry, it stated that the government is seeking a political solution to the conflict adding that the Syrian-Syrian dialogue should continue without foreign interference, highlighting the issue of foreign interference in that statement. Do you think that maybe they believe that foreign interference is the reason that the talks have so far not borne any fruit yet?

Jabour: Let’s see that the term foreign interference is rather clear. De Mistura, his interference is not considered for him. It is a mediation by the United Nations. Foreign interference means interference by states who jeopardize Syrian sovereignty. Intervention by Russia is not foreign interference. Why? Because Russia had an agreement with Syria on military intervention in Syria.

What the Syrian government means by foreign interference simply recognizes that there are some Western states, the United States, France, Germany, who have certain elements of their military power in Syria without the permission of the Syrian government.

This is an infringement of the United Nations’ Charter, because there is no agreement between the state that is sovereign on its land, i.e. Syria, and those states that interfere without agreement with the Syrian state.
