NATO-Russia still at loggerheads despite meeting

The NATO-Russia Council meets for only the second time since 2014 but no progress has been made in easing tensions between the alliance and Moscow. Following the meeting in Brussels, NATO Secretary General Jens Stoltenberg, said the military buildup by the alliance near Russia's borders is justified because of QUOTE-the illegal and illegitimate annexation of Crimea.
