A diplomatic row, triggered by North Korea’s nuke test on January six, continues as powers pass the buck over who should take responsibility. China and Russia have answered the US criticism, arguing that American policy has resulted in Pyongyang growing its nuclear program. From South Korea, Press TV correspondent Frank Smith reports.
