Spain’s Indignado protest movement has won the most votes in Barcelona municipal race and came second in Madrid in a race with governing conservatives, according to partial results.

The conservatives were set to lose control of the key cities of Madrid and Barcelona to Indignado following the Sunday vote.

Exit polls from Spain’s local and regional elections show grass-root new parties making big gains. The polls suggest the ruling People's Party is headed towards its worst election result since 1991 despite gathering more votes than any other party. Therefore, it would have to make coalitions with grass rooted parties in the 13 of Spain’s 17 regions.

The new contenders Podemos (We Can) and Ciudadanos (Citizens), which are also critical of the governing political system, have collected seats in almost all the regional governments.

Voting for more than 8,100 seats in 13 of Spain’s 17 regions is seen as a significant test for the government ahead of general elections later this year.

The Sunday elections came amid high unemployment rates, cuts in public services, and political corruption scandals.

The Spain’s two-party system has seen the People's Party and its rival Socialist Workers’ Party, known by its Spanish acronym PSOE, in power since the end of Francisco Franco's dictatorship 40 years ago.
