Senior US police official busted on drug charges

Fresno Deputy Police Chief Keith Foster has been arrested on drug charges.

The deputy police chief in Fresno, California, along with three other people have been arrested on federal drug charges, police officials say.

Police arrested Keith Foster, 51, and Fresno residents Rafael Guzman, Jennifer Donebedian and Randy Flowers on Thursday following a year-long investigation conducted by the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The arrestees are also accused of plotting to distribute oxycodone, heroin and marijuana, authorities said.

"This is a very sad day for the Fresno Police Department, the citizens of Fresno, the law enforcement profession, and for me personally," Fresno Police Chief Jerry Dyer told a news conference on Thursday. "When things of this nature happen, it does serve to erode that trust."

The FBI and the ATF started their investigation using wiretaps and surveillance on Foster and two relatives believed to be involved in the drug trafficking operation.

In one of the tapped phone calls, Foster told Flowers that he had “100 of those things" which turned out to be oxycodone pills.

Later, agents confirmed that Foster took 100 pills from a local Rite-Aid to Flowers' home something he did again a month later.

Foster is a 29-year-veteran of the Fresno Police Department, who was in charge of patrol operations for four police districts.

He remains on emergency leave until internal investigation into the matter is completed by the Fresno police department.
