Debate: Who is funding, arming ISIL?

The world is reeling from ISIL’s barbaric atrocities, specifically the recent immolation of a Jordanian pilot.

Meanwhile, Russia has put forward a resolution at the UN Security Council in an effort to cut off funds to the ISIL terrorist group.

In this edition of The Debate, we will ask who is funding and arming ISIL.
