Russia's new peace proposal for Ukraine is 'occupation plan': US

The United States has accused Russia of pursuing what it calls an occupation plan against its neighboring country, Ukraine.

On Thursday, Russian President Vladimir Putin sent a letter to his Ukrainian counterpart Petro Poroshenko, proposing a ceasefire by both government forces and anti-Kiev fighters in southeastern Ukraine, as well as the withdrawal of heavy artillery by both sides. On Sunday, Poroshenko rejected the plan.

On Wednesday, US Ambassador to the United Nations Samantha Power described Putin's peace proposal meant to end the conflict in eastern Ukraine as an “occupation plan”.

"The plan would seek to legitimize territorial gains made by separatists in September as well as Russian personnel and equipment on the territory of Ukraine," US Ambassador Samantha Power told the UN Security Council.

"Let us pull the veil away from Putin's peace plan and call it for what it is - a Russian occupation plan," she said during a special session of the 15-member body on Ukraine.

She blamed Moscow for continuing to train, equip and fight alongside anti-government forces in the region. "Time and again President Putin has extended an olive branch in one hand while passing out grad missiles and tanks with the other.”

Russian Ambassador Vitaly Churkin criticized the Ukrainian government for undermining the peace agreement by boosting its military presence in eastern Ukraine.  

Churkin also accused the Ukrainian forces of indiscriminate killings of civilians.

The US and Ukraine accuse Russia of arming troops fighting alongside pro-Russian forces in eastern Ukraine. Moscow denies any involvement in the fighting.
